This blog has been created to be a compilation of information related to the Hoover Power Allocation, both historical and for the Post-2017 Allocation Process.  This includes such items as comments, correspondence, state and federal regulations and meeting information.



  • Posts appear in chronological order according to the date they are posted.  Information in a given post may be updated at a later time with additional information and will be indicated in red with the date the post was updated.

TIP: Type “updated” in the search box to find any posts that have been updated with additional information.


  • Posts are organized so that all information pertaining to that subject is contained under that heading.  For example: The Proposal for Establishing Qualitative Principles and Responses contains both the proposal document and all the responses to the proposal.



  •  The Search box on the top-right of the page will search the blog for specific topics as entered.  For example:  If you type the word “customer,” search results will take you to any information that has the word “customer” in the title or posting description.


  • The Categories serve as an index to both general and specific topics, as indicated.  Click on a category link to find all postings under that subject.

TIP: A description of a category is displayed by hovering the mouse pointer over the category.


  • Archives are listed in months for access to information that was posted in a given month.


  • APA Links takes you to the APA website.


  • Recent Posts is a list of links to the latest posts.
